Open the Country Codes window from the Tariff Setup window.

The Tariff Module uses the Intrastat Country Of Origin Maintenace window. When this is opened for the first time from the Tariff Setup window it will copy Country Codes from the GP VAT Country Codes list.

At this time the Item-Country Codes are only used when creating the Exploded BOM Tariff Report from the GP Manufacturing Bill of Materials Entry window.
